2026 Capital Projects
This year, the City is moving forward with several major infrastructure projects designed to improve our roads, replace aging water and sewer lines, and restore critical capacity at the sewage lagoon.
While this work will bring long-term benefits, some temporary disruptions—including road closures, construction noise, and periodic odors—are expected. We appreciate your patience as we build a stronger, more resilient community.

Major Project Update: Sewage Lagoon Dredging
Sewage Lagoon Maintenance
Status: Contract being finalized; landfill approvals granted.
A contract is currently being finalized for upcoming maintenance at the municipal sewage lagoon. Over time, sludge buildup has filled up to 56% of some treatment cells, severely limiting our wastewater capacity. Cleaning them out is necessary to restore capacity and mitigate long-standing odor issues. Following required environmental testing, landfill approvals were recently granted to allow the project to move forward.
- What to expect: Temporary Intense Odors: The smell from the lagoon will get worse before it gets better. Physically disturbing and extracting decades of deep sludge will temporarily release intense odors into the air. While unpleasant, this is an unavoidable, short-term step required to significantly reduce the root cause of the smell for the long term.
- Truck Traffic: Neighbors should expect increased heavy truck traffic along haul routes and standard industrial noise in the area during daytime hours.
- Timeline Updates: Work with the contractor is ongoing to set the project schedule. Once concrete timelines are confirmed, an update will be provided here detailing work dates and what to expect during the cleanup phase.

Neighborhood Road & Utility Projects
Road Rehabilitation & Utility Patching
- Where: 600-block of 2nd St. W. (full reconstruction) and 8 utility patch locations citywide in residential areas.
- When: June – October 30, 2026
- What to Expect: Full-depth road reconstruction on 2nd St. W. and utility patching in residential areas. Residents can expect a closure of the 600-block of 2nd St. W., short-term lane restrictions at patch sites, and typical construction dust and noise.
East Side Infrastructure (ESI) Water & Sewer Replacement
- Where: 7th St. E. (between 4th & 5th Ave. E.) and 4th Ave. E. (between 6th & 7th St. E.).
- When: Late June – October 2026
- What to Expect: Replacement of approximately 275 meters of water main and 270 meters of sanitary sewer main, along with new service connections. Residents should prepare for road closures, detours, temporary water shutoffs, heavy construction traffic, and the eventual restoration of all disturbed surfaces.
Seasonal Maintenance
Dust Control on Gravel Roads
To improve air quality and reduce road wear, Public Works is running our annual dust control program.
- Schedule: The first application is expected in late May/early June (weather permitting), with a second application typically done later in August to maintain dust control throughout the season.
- Process: Before the chemical suppressant is applied, roads are graded and compacted to ensure it binds properly to the surface.
